CoCo is an orchestration layer that turns Claude Code, Cursor, or Codex into an engineering department with a routed advisory board and 185 skills. The board consists of 495 expert personas across 13 departments, each requiring a live, checkable source link. CoCo operates entirely locally with no telemetry and no command files transmitted or stored remotely.
It installs into Claude Code, Cursor, or Codex CLI and is compatible with any AGENTS.md-compatible tool. CoCo uses a routed, not fixed, panel where dissent is recorded by name rather than averaged away. It is open-core, with the core MIT licensed and the Super Intelligence system licensed separately and kept proprietary.
CoCo offers 226 skills with state management, verification logic, and error handling for durable work.
