This skill turns that one-off exercise into a\nrepeatable mission with three gated phases: discover, author, review.</p>\n<p>The mission produced its first library in this repository on\n2026-07-02 (15 skills, mission <code>skill-library-2026-07-02</code>). A later session must be able to\nresume from the state file alone.</p>\n<h2>Phase 1: Discover</h2>\n<p>No authoring happens in this phase. Investigate like an incoming\nprincipal engineer:</p>\n<ul>\n<li><input disabled=\"disabled\" type=\"checkbox\"> README, manifest, contributor docs</li>\n<li><input disabled=\"disabled\" type=\"checkbox\"> Build system and how tests actually run (not how docs claim)</li>\n<li><input disabled=\"disabled\" type=\"checkbox\"> CI config and quality gates</li>\n<li><input disabled=\"disabled\" type=\"checkbox\"> Git history: what changed, what got reverted, what stalled</li>\n<li><input disabled=\"disabled\" type=\"checkbox\"> TODO/FIXME hotspots and issue-shaped artifacts</li>\n<li><input disabled=\"disabled\" type=\"checkbox\"> Generated-data, deploy, and artifact conventions</li>\n<li><input disabled=\"disabled\" type=\"checkbox\"> Any project memory available (discussions, ADRs, journals)</li>\n</ul>\n<p>Then ask the user at most five questions, only for what the repo\ncannot tell you. The canonical five: the hardest live problem,\nunwritten discipline rules, the audience and what it lacks, the most\nexpensive past failures, and what \"beyond state of the art\" means\nhere. Fold the answers into every later phase.</p>\n<h2>Phase 2: Author</h2>\n<p><code>workflows/skill-library.js</code> runs authoring and review as one\npipeline, so each skill's review starts when that skill is written\nrather than when the slowest one is. It runs only when asked for, and\nit returns review findings instead of applying them, because fixing\nedits files that already exist. Without it, dispatch by hand:</p>\n<p>Dispatch one authoring agent per skill, in parallel, following the\ntaxonomy in <code>modules/taxonomy.md</code> (adapt it: merge thin categories,\nsplit deep ones, add domain categories). Aim for 10 to 16 skills.\nEvery agent prompt embeds the rules in <code>modules/authoring-rules.md</code>;\nthe non-negotiables are ground-truth-only claims, a \"Provenance and\nmaintenance\" section per skill, and a write fence limiting agents to\n<code>.claude/skills/</code>.</p>\n<h2>Phase 3: Review</h2>\n<p>After all skills exist, run the three-reviewer-plus-fixer protocol in\n<code>modules/review-protocol.md</code>: factual, doctrine, and usability lenses\nin parallel, then one fixer applying blocking and important findings.\nFinish with the report: skill inventory with one-line descriptions,\nwhat was spot-checked, and what remains uncertain.</p>\n<h2>Red Flags</h2>\n<p>Stop if you catch yourself thinking any of these:</p>\n<table>\n<thead>\n<tr>\n<th>Thought</th>\n<th>Reality</th>\n</tr>\n</thead>\n<tbody>\n<tr>\n<td>\"The repo is small, skip discovery\"</td>\n<td>Discovery is where the five questions come from.
