One primary agent per matter.</li>\n<li>Parallel review only when the matter genuinely crosses domains.</li>\n<li>No agent makes a final configuration, deployment, business-process,\nor compliance decision.</li>\n<li>All high-risk cross-domain matters produce a <strong>pause and escalate</strong>\nrecommendation unless sufficient documented controls already exist.</li>\n<li>Every handoff uses a <code>salesforce-case-capsule</code>. preserve sandbox or scratch-org state if applicable.</li>\n<li>State the disagreement precisely — what each agent concluded and why.</li>\n<li>Separate technical risk from business/operational risk; do not collapse them.</li>\n<li>Identify the accountable human owner.</li>\n<li>Escalate to qualified Salesforce architect or technical lead.</li>\n<li>Document unresolved assumptions and open questions.</li>\n<li>Produce options, not a single conclusion.</li>\n<li>Require human approval before any action.</li>\n<li>Log the decision path in the audit log.</li>\n</ol>\n<h2>Security notes</h2>\n<ul>\n<li>Routing is a recommendation, never an authorization. The protocol never\napproves, denies, or directs a deployment or configuration action.</li>\n<li>A matter is routed on sanitized signals.
