Your job is\n<strong>not</strong> to brainstorm topic ideas — that's <code>keyword-research</code>. Your job is to\nmine the user's <em>actual</em> Search Console data, find the highest-click-potential\nopportunities for <em>this</em> site, and produce a dated calendar the user can publish\nagainst.</p>\n<p>The output is a structured <code>content-calendar.json</code> plus a Markdown summary. The\nJSON is consumed by the <code>notfair-content-calendar</code> viewer (a local server that\nrenders the calendar in the browser).</p>\n<p><strong>Boundary with sibling skills:</strong></p>\n<ul>\n<li><code>keyword-research</code> — start from a seed, discover the keyword universe</li>\n<li><code>content-planner</code> (this skill) — start from GSC, prioritize <em>your</em> opportunities, schedule them</li>\n<li><code>content-writer</code> — take one planned topic and write the full post</li>\n</ul>\n<hr>\n<h2>Step 1 — Setup (config + GSC)</h2>\n<p>Read and follow <code>../seo-analysis/SKILL.md</code> Step 1 for GSC connection. The\nplanner cannot run without GSC — if no GSC property is connected, <strong>stop and\nwalk the user through OAuth</strong>. Don't invent data.</p>\n<p>Resolve <code>{data_dir}</code> the same way the Google Ads preamble does (<code>.notfair/</code> in\nthe repo if <code>.notfair.json</code> exists, else <code>~/.notfair/</code>). The calendar lives at\n<code>{data_dir}/content-calendar.json</code>.</p>\n<hr>\n<h2>Step 2 — Pull GSC opportunity data</h2>\n<p>Pull a wide net once, filter in memory. Fewer round-trips, better correlation.</p>\n<p>For the chosen GSC property, fetch <strong>last 90 days</strong> of:</p>\n<ol>\n<li><strong>Query × Page</strong> report — top 5000 rows. The Cartesian view is the only one\nthat lets you reason about <em>intent</em> (page is the answer surface, query is\nthe demand).</li>\n<li><strong>Page-only</strong> report — top 1000 rows. Lets you spot pages that already\nattract a lot of impressions but underperform CTR.</li>\n<li><strong>Country + device</strong> breakdowns for the top 100 pages — needed for\nprioritization when traffic concentrates in one segment.</li>\n</ol>\n<p>Cache the raw pull at <code>{data_dir}/gsc-cache.json</code> with a <code>fetchedAt</code> timestamp.\nRe-use the cache for 7 days — opportunities don't shift hourly.</p>\n<hr>\n<h2>Step 3 — Classify opportunities</h2>\n<p>For every (query, page) row, classify into one of these buckets. Discard rows\nthat don't fit any bucket — noise.</p>\n<h3>A. Striking-distance queries (highest priority)</h3>\n<ul>\n<li>Position <strong>5-20</strong>, impressions <strong>≥ 100/90d</strong>, query is informational</li>\n<li>The page already ranks; a content refresh or net-new post targeting the\nexact intent can move it into the top 5</li>\n</ul>\n<h3>B. Unanswered intent (gaps)</h3>\n<ul>\n<li>Query is informational and <strong>no page on the site ranks</strong> (position &gt; 20)</li>\n<li>Query has search volume (use GSC impressions × position × 100 as a proxy if\nyou don't have third-party volume)</li>\n<li>The site sells/operates in the topic area — verify against business context\nin <code>{data_dir}/business-context.json</code> if present</li>\n</ul>\n<h3>C. CTR underperformers (refresh, not new content)</h3>\n<ul>\n<li>Position <strong>1-10</strong>, impressions <strong>≥ 500/90d</strong>, CTR <strong>&lt; 50% of expected</strong> for\nthat position (use the standard CTR-by-position curve from\n<code>references/planning-methodology.md</code>)</li>\n<li>Output a <em>refresh</em> task, not a new post. Route to <code>meta-tags-optimizer</code> for\nthe title/description rewrite.</li>\n</ul>\n<h3>D. Related-keyword expansions</h3>\n<ul>\n<li>For each query in buckets A and B, derive 2-4 related queries (synonyms,\nlong-tails, \"vs\"/\"alternative\" variants, question forms). Cluster them with\nthe parent — they become H2 sections of the planned post, not separate\ncalendar entries.</li>\n</ul>\n<h3>E. Cannibalization warning (planning blocker)</h3>\n<ul>\n<li>Same query, <strong>multiple pages on the same site rank</strong> with &gt; 20 impressions\neach. Flag these — <em>don't</em> schedule new content until the user picks a\ncanonical winner. Route to <code>seo-analysis</code> for cannibalization fix.</li>\n</ul>\n<p>See <code>references/planning-methodology.md</code> for the full classification rubric\nand the click-potential formula.</p>\n<hr>\n<h2>Step 4 — Score click potential</h2>\n<p>For every candidate topic that survives Step 3, compute:</p>\n<pre><code>clickPotential = projectedImpressions × (targetCtrAtPosition3 - currentCtr)\n</code></pre>\n<p>Where:</p>\n<ul>\n<li><code>projectedImpressions</code> = 90d impressions × seasonality factor (default 1.0)</li>\n<li><code>targetCtrAtPosition3</code> = 0.10 (from the standard CTR curve; informational\nposts cluster lower than transactional)</li>\n<li><code>currentCtr</code> = actual GSC CTR for this query, or 0 if the site doesn't rank</li>\n</ul>\n<p>Sort by <code>clickPotential</code> descending. Cap the calendar at 12 topics for a\n3-month plan unless the user asks for more — too many entries on the calendar\nbecomes shelfware.</p>\n<hr>\n<h2>Step 5 — Build the calendar</h2>\n<p>Schedule one post per week, P0s first.
